Hi. I am the maintainer of the TIPA package.
I have just uploaded a new package of tipa which is
intended as the whole replacement of the contents found
in the fonts/tipa directory. Please remove everything
in that directory and extract the new material.
Filename is tipa.tar.gz.

Thanks for the upload. I installed this package - including the new
TIPA version 1.3 - in CTAN:fonts/tipa/ as suggested.

tipa – Fonts and macros for IPA phonetics characters
These fonts are considered the ‘ultimate answer’ to IPA typesetting. The encoding of these 8-bit fonts has been registered as LaTeX standard encoding T3, and the set of addendum symbols as encoding TS3. ‘Times-like’ Adobe Type 1 versions are provided for both the T3 and the TS3 fonts.
