prelim – Mark preliminary copies with a line of information

A LaTeX 2.09 style op­tion that marks drafts by adding a line stat­ing that it’s a draft to each page. The draft­mark gives the sta­tus (which is con­trol­lable) and the date and time of pro­cess­ing.
