The original here.sty by David Carlisle was withdrawn many years ago.
The [H] modifier is now implemented in float.sty, which this here.sty
simply reads.  Another option is to use a float specifier [!ht], which
usually has the same effect, and keeps floats in the right order.  The
present trivial here.sty merely allows old documents to keep running.

here – Emu­la­tion of ob­so­lete pack­age for "here" floats

Pro­vides the H op­tion for floats in LaTeX to sig­nify that the en­vi­ronemt is not re­ally a float (and should there­fore be placed “here” and not float at all). The pack­age em­u­lates an older pack­age of the same name, which has long been sup­pressed by its au­thor.

The job is done by noth­ing more than load­ing the float pack­age, which has long pro­vided the op­tion in an ac­cept­able frame­work.
