This is a functional but incomplete version of the XML mastering system I referred to in my presentation at TUG 2012 in Boston, and which is explained in more detail in my presentation at Balisage (Montreal, 2013), "Markup to generate markup to generate markup" at http://balisage.net/2013/Program.html (uploaded at the suggestion of one of the reviewers).
This package is located at http://mirror.ctan.org/support/classpack . More information is at http://www.ctan.org/pkg/classpack (if the package is new it may take a day for that information to appear). We are supported by the TeX Users Group http://www.tug.org . Please join a users group; see http://www.tug.org/usergroups.html .
Thanks for the upload. For the CTAN Team Rainer Schöpf

classpack – XML mastering for LaTeX classes and packages
The package provides an experiment in using XML (specifically DocBook 5) to mark up and maintain LaTeX classes and packages. XSLT 2 styleheets generate the .dtx and .ins distribution files expected by end users.
