CTAN pack­age up­date: csquotes beta re­lease

There are ad­di­tional fa­cil­i­ties de­signed to cope with the more spe­cific de­mands of aca­demic writ­ing, es­pe­cially in the hu­man­i­ties and the so­cial sci­ences.
