Daniel Flipo sub­mit­ted an up­date to the ba­bel-french pack­age. Ver­sion: 3.2b 2016-04-18 Li­cense: lp­pl1.3 Sum­mary de­scrip­tion: Ba­bel con­tributed sup­port for French An­nounce­ment text:
Up­date for LuaTeX 0.95 and XeTeX 0.99996 as in­cluded in TeXLive 2016. Note to Lua(La)TeX users: the lua code in­cluded in frenchb.lua v.~3.2b will not work on older in­stal­la­tions (TL2015 f.i.), so ba­bel-french re­verts to ac­tive char­ac­ters while han­dling high punc­tu­a­tion with LuaTeX en­gines older than 0.95! Xe(La)TeX and pdf(La)TeX users can safely use ba­bel­french v.~3.2b on older in­stal­la­tions too.

The pack­age, for­merly known as frenchb, es­tab­lishes French con­ven­tions in a doc­u­ment (or a sub­set of the con­ven­tions, if French is not the main lan­guage of the doc­u­ment).
