LaTeX 2018 has a new de­fault en­cod­ing (utf8) which breaks \french­setup{og=« and fg=»} when used with the pdf­tex en­gine and sin­gle-byte en­cod­ings like lat­in1, lat­in9, ap­plemac, etc. This new ver­sion fixes this is­sue, it is meant to work both with pre­vi­ous LaTeX ver­sions and with the new one.
