`\MakeUppercase` fixes. Fix Unicode errors with "new" ``\MakeUppercase``. The fixes require the `\DeclareUppercaseMapping` command, that is new in the 2023 LaTeX release (or pdflatex-dev) and are ignored if this command is not present. Upcase symbol variants also if input as LICR.
