This re­lease fixes an old hy­phen­ation re­gres­sion which was in­tro­duced with ba­bel 3.7 (16 years ago!) in a num­ber of short­hands: Since then, \al­lowhy­phens is de­ac­ti­vated in T1 en­cod­ing. Thus, hy­phen­ation did not work as in­tended in T1 with short­hands that used \al­lowhy­phens. As a fix, ba­bel-ger­man now uses \bbl at al­lowhy­phens which is syn­ony­mous to \al­lowhy­phens, ex­cept that it works in T1, in these short­hands. Af­fected by this change: "a "o "u "A "O "U "f "| short­hands, and the \ck macro. Note that this change might af­fect line/page break­ing. But then, the un­no­ticed re­gres­sion fixed here did so as well. This change also resti­tutes com­pat­i­bil­ity with [n]ger­man.sty for the men­tioned short­hands.
