This is essentially a bugfix release: * Several fixes related to comment management (both comment removal, and ignoring commands within comments). * Files processed as bytes, not as "auto-guessed encoding", with new options `--in-encoding` and `--out-encoding` in case one explicitly needs to specify an encoding. * Many more tests.

latexpand – Expand \input and \include in a LaTeX document
Latexpand is a Perl script that simply replaces \input and \include commands with the content of the input or included file. The script does not deal with \includeonly commands.
